Evaluation of the planning permission process for housing

The Welsh Government commissioned Arup, with Fortismere Associates, to undertake research into the factors preventing timely planning permission decisions for housing developments and to make recommendations for improving the decision making process.

Our research provided a robust evidence base by analysing planning applications for housing developments and identifying the common problems that result in the delay of decisions.

We looked at ways to improve performance in order to deliver both market and affordable housing more effectively. Recommendations included a three-stage system, each with a fee and target timescale.

The final report – Evaluation of the planning permission process for housing – published in October 2013 informed a White Paper and draft planning reform bill. The Planning (Wales) Bill was introduced in October 2014.
