Research into the Review of the Planning Enforcement System in Wales
Fortismere Associates, with Arup, undertook research as part of a review of the planning enforcement system in Wales – in order to ensure that it operates as efficiently and effectively as possible.
We set out to provide a robust evidence base, develop a clear understanding of how the existing enforcement system was working, and then to make recommendations on improvements that would inform a Welsh Planning Reform Bill.
We used case studies and interviews to test measures suggested by previous reviews and in the Independent Advisory Group report Towards a Welsh Planning Act: Ensuring the Planning System Delivers. We also conducted a survey of Welsh local authorities.
The final report – Research into the Review of the Planning Enforcement System in Wales – was published in May 2013; a White Paper and draft planning reform Bill followed in late 2013. The Planning (Wales) Bill was introduced in October 2014.
